The key troika demand, however, concerns direct layoffs of about 50,000 public employees over the next two year, which would be in breach of the constitutional right of civil servants to permanent tenure.
 
The government has instead proposed a form of employees’ departure that would allow them to remain under “labour reserve” for three years, earning 60 percent of their current salary, until they find alternative employment.
 
Manitakis has also argued that at least 140,000 departures from civil service will be carried out voluntarily – under various retirement schemes – rendering forced layoffs unnecessary.
 
But the troika inspectors remain adamant, stressing that the layoffs issue has “symbolic” significance for the country’s creditors, seeking to break what Thomsen has repeatedly called “the taboo of permanent public sector jobs”.
